Your only issue with registration that I can see is not having your vehicle labeled element a Low Speed Vehicle, because provided it is then the vehicle would only be granted on streets next to a denote speed limit of 50 Km/H or less.     Converting cardinal by yourself is involved. Depending on power and range you wanted you could expect to spend $5,000-$20,000 on the conversion. Also weeks if not months of work to get it each done.
